Set 10 years into the future world peace is threatened when the United States of Europe comes into conflict with the Empire of the Atlantic States. War is looking increasingly likely, but the pacifist Peace League, led by Dr. Seymour, intervenes and desperately attempts to avert war.
It becomes clear that conflict is being orchestrated by a sinister terrorist group, financed by arms manufacturers, who blow up a rail tunnel under the English Channel.
Spookily prescient in many ways.
